Mary Etta Ruley has 30 years of experience in Washington encompassing congressional and executive experience. Ruley, a former Washington, D.C. staff member for former Fifth District Democratic Congressman, J. Edward Roush of Huntington was also on the the staff of the House Committee on Government Operations (now the House Oversight and Government Reform Committee), serving on the National Security subcommittee.

"My career on Capitol Hill gave me experience in the legislative, appropriations and budget processes, and knowledge of how government departments and agencies are created and operate. I understand the lobbying process and its pervasiveness. My experience in Washington is important in promoting government responsibility and responsiveness, reducing wasteful spending, and avoiding gridlock. I don't have to be trained. I can hit the ground running," she says.

Mary Etta Ruley understands military issues. As well as serving on the National Security subcommittee, she served as an analyst at the Center for Naval Analyses, and she had an Executive appointment to the President's Commission on an All-Volunteer Armed Force, working with major economists Dr. Alan Greenspan and Dr. Milton Friedman. Her consulting work included several military organizational contracts, giving her in-depth knowledge of the military procurement process.
